Following the visit to Akram, the PHR-IL doctor reported the alarming deterioration of Akram’s asthma, which continues to be unstable. The doctor believes Akram has been given very high doses of steroids as treatment, which can cause severe long-term and irreversible damage. The doctor reiterated recommendation for immediate examination by a lung specialist, which was not performed as recommended after the last visit by an independent doctor on 6 June.

On 14 and 15 May, an agreement was concluded between hunger-striking Palestinian prisoners and detainees and the Israeli Prison Service (IPS). Its provisions included the release of hunger-striking administrative detainees whose lives were in danger at the end of their current terms; ending the use of long-term solitary confinement for “security” reasons for 19 prisoners; renewal of family visits from the Gaza Strip and alleviating restrictions for families from the West Bank; ending punitive measures such as night raids and restrictions on access to legal counsel and education; improvement of conditions of incarceration including medical care; and limiting the use of administrative detention as a whole.

The Public Committee Against Torture in Israel (PCATI), Adalah, Al Mezan Centre for Human Rights, and Physicians for Human Rights-Israel (PHR-I) submitted a briefing paper to the UN Human Rights Committee (HRC) to assist in the preparation of its “List of Issues” for the State of Israel. The HRC monitors the compliance of states with the International Covenant on Civil and Political Rights (ICCPR). Israel ratified the ICCPR in 1991, and the HRC last reviewed Israel and issued its concluding observations in July 2010.

PHR-Israel's independent doctor strongly recommended that both Mahmoud and Akram be immediately transferred to a hospital, as they are at immediate risk of death. These recommendations were given directly to the IPS doctor present with him during the visit. It should be emphasized that contrary to medical ethic and professional standards, the IPS refused the request of the independent doctor to go over the full medical files of both Mahmoud and Akram. He stated that according to the limited information accessible to him, the medical follow-up they have been receiving is insufficient both in frequency and scope.
