While the Israeli government's attitude toward human rights groups that provide assistance to Palestinian residents of the Occupied Territory has always been ambivalent, until recently, human rights groups in Israel could operate with relative freedom. In recent months, however, and especially since the Israeli  military operation in Gaza (December 27, 2008-January 18, 2009), the Israeli government has sought to undermine the legitimacy of human rights groups, especially those who defend human rights in the occupied Palestinian territory (oPt).

Palestinian Council of Human Rights Organizations are standing up for Israeli human rights groups that are currently being investigated by the Israeli parliament. "We are talking about a direct offensive to cover up the truth," accused the Palestinian activists. Palestinian groups have praised the Israeli organizations for "their professional work and their call for transparency."

A group of European and Mediterranean HR organizations denounce the decision of the Israeli Knesset to investigate human rights NGOs in Israel

ACAT-France, APRODEV, Broederlijk Delen, CCFD-Terre solidaire, the Euro-Mediterranean Human Rights Network and Front Line are deeply concerned about the decision of the Israeli Knesset to establish a parliamentary committee of inquiry to investigate Israeli human rights organisations that provided information to the UN Fact-Finding Mission on the Gaza conflict led by Justice Goldstone or who have been monitoring human rights violations by Israeli security forces. This committee will be mandated to “examine the activities of Israeli organisations involved with the collection of information about soldiers and to follow their funding sources.”

Guardian: Commission of inquiry into groups monitoring activities of the Israeli military in occupied West Bank denounced as 'McCarthyite'. The funding of Israeli human and civil rights groups is to be investigated amid claims they are acting against the country's interests, members of the Israeli parliament decided today – a move described by opponents as "McCarthyite".

Proposed bill: Boycott (BDS) Law - 2010
A new bill has been introduced in the Israeli Knesset by 25 Knesset members, that would criminalize all BDS activities or even BDS advocacy inside or outside Israel. The proposed bill would target those that initiate, encourage, or provide assistance or information about boycotts against Israel. Israeli citizens or residents of Israel could be sued by whoever was harmed by the boycott and would have to pay up to 30,000 shekels in restitution and an additional amount according to the harm established by the Israeli courts.

Government-Backed Legislation Curtailing Foreign Funding Seeks to Undermine Civil Society in Israel

On February 14, 2010, the Israeli government voted (by a vote of 8-3 of the Ministerial Committee on Legislation) to support a legislative bill entitled the "Bill on disclosure requirements for recipients of support from a foreign political entity – 2010". Civil society groups have expressed their grave concern over this bill, which passed a preliminary vote (58-11) in the Knesset plenum on February 17, 2010 and is scheduled to be brought for a full vote after March 17, 2010.
