Denied 2 | A 2016 PHRI Report on Medical Entry Permits

This 2016 report is the second in a series regarding freedom of movement and medical permits for Palestinians living in the OPT.

In September 2016, PHRI published Denied 2the second report of its kind regarding freedom of movement and medical permits. The report analyzes data gathered by PHRI during 2015 focusing on the refusal to grant permits to Palestinians from the Occupied Palestinian Territory (OPT) for entry into Israel to obtain medical treatment unavailable locally. The report indicated that since January 2016 there has been a disconcerting rise in number of medical permit denials that Gazan patients receive. In particular, PHRI data showed a dramatic increase in these denials among cancer patients.

Data collected in Denied 2 also confirms trends that PHRI has previously observed, including: (1) the arbitrariness in the granting of these permits; (2) increasingly restrictive policies in issuing these permits; and (3) continued interrogation of patients as a prerequisite for obtaining exit permits.  These policies and practices violate the right to health and highlight discriminatory policies and practices that occur on a daily basis.
